The process of implementation of RFD was initiated by a briefing of Hon’ble Chief Minister Shri Omar Abdullah by Secretary (Performance Management) in November, 2012 at Delhi.   It was followed by a workshop at Jammu on 7-8 December, 2012 which was attended by senior officers of the State Government.  The State Planning Department is the nodal department for RFD in the State of Jammu & Kashmir.

A total of 34 departments prepared the RFDs for 2012-13 which were approved by the State Cabinet in March, 2013.  The State Government is in the process of preparing RFDs for the year 2013-14.
